I have been directed to a 1994 article by Professor Golb which is available

I hope those interested in the current discussion, led by Professor
Goranson, will take a look at what I believe to be a remarkable document.
If this is old news and well known to those on the list I apologize.  But it
was utterly unknown to me and very well may be to others also.
